Sustain Saint Paul May General Meeting

Thank you to Council Member Brendmoen for joining us to discuss Saint Paul’s budget process. This year’s process will be a little different because in June and July the City will need to readjust its 2020 budget to cover pandemic costs and may need to also alter it in order to provide relief to businesses and displaced residents affected by the looting and damage post uprising.

We also discuss the SAFE Housing ordinance vote coming up . There sill be a public hearing next week Wednesday June 24th on the ordinance. Today at 3:30 we expect that a bunch of amendments will be introduced. See below for more information.

Budget information

  • Timeline – 
    • June/July right sizing 2020 Budget
      • COVID shortfall ~20-40M?
      • NEW – Businesses and displacement from looting/riots
        • Sustain Identify funding/donation sources to publicly broadcast
        • What can we be doing to keep this moving in Saint Paul?
    • August – Start on 2021
    • September – Meetings and public comment
      • A LOT of interest in smaller budget meetings within community
        • Sustain could help facilitate and/or promote – please keep us in the loop
    • October – vote and adopt? (I think this went into November last year?)
  • Sources
    • Property taxes of course but we are kind of tapped out
    • Other sources we are going to be missing though:
      • Saints
      • Allianz field
      • Como
      • Hotel tax
      • Sales tax
    • Are there ways volunteers can take up some services slack? (see service projects)

SAFE Housing

Great discussion and really appreciated that Amy was open and willing to discuss

  • Amy has concerns about Just cause but “I do not want to remove the just cause”
  • W2 looking at just cause or 90 days notice
  • Do no harm approach to tenants 
  • Question- was there any talk of a fund for landlord risk mitigation?

Follow up

Sounds like we are going to be getting amendments from 

  • W3 to remove just cause (as of 6-15 sounds like this is dropped), 
  • W1 to delay implementation, 
  • W3 for background checks to move to release date versus sentencing (this is terrible tbh – it’s a double dip penalty), 
  • W2 background checks to include pending cases for felony (I don’t see how this would ever stand up in court- it is VERY bad)

Service Project Discussion

  • Trimming – forestry parks and rec;
  • Adopt a park
  • Sidewalk chalk poetry – different spin
  • Isolation reach out?
  • Watershed district – grants for water projects; rain barrel workshop?        
  • Stop for me opportunities
  • Bikes for kids – bike safety; maintenance?
