Phase One of the 1-4 unit housing study was passed by the City Council! 

A few weeks ago, the City Council voted on a slate of Zoning Code amendments which will make it easier to build Accessory Dwelling Units and other small homes in backyards, side yards, and other underused land in our city! What’s more: every councilmember in attendance voted “yes” for the proposed zoning amendments (CM Dai Thao was the only one absent). Multiple councilmembers remarked at how much they appreciated the volume and thoughtfulness of the supportive comments they received from the community about this topic– and many of them came from you! Stay engaged for Phase Two of the 1-4 unit housing study!

Over the next several months, the City’s planning staff will study several more ambitious potential amendments to our zoning code, called “Phase Two of the 1-4 unit housing study.” These changes would legalize several small-scale, multi-family housing choices throughout the City: duplexes, triplexes, fourplexes, rowhouses, and cluster developments. We strongly support these plans, and would like to see the City reach even further: St. Paul needs more housing (and different types of housing) in every neighborhood.

There are three ways to be engaged:

  1. Attend the city’s final “virtual engagement session” on 1-4 unit housing study Phase Two on March 2nd, 6:30pm-8pm. The event is hosted by two District Councils on the East Side, but anyone can attend. Visit the engagement website on March 2nd to find the meeting link.

  2. Complete this official survey about the 1-4 unit infill study, and tell the city that you support legalizing a wide variety of housing choices in every neighborhood.

  3. Contact us to get involved with Sustain St. Paul’s “Housing and Zoning Action Squad.” We’re planning lots of advocacy around this study in the coming months.

About the study:

Smaller, neighborhood-scale housing types are a key component to maintaining current housing needs and meeting future demand. Examples include: 

  • Duplexes, triplexes and fourplexes

  • Townhomes

  • Cluster/cottage homes

Phase 2 of the study is focused on evaluating additional zoning flexibility to support greater housing diversity in more places as well as facilitating more types of single-family homes, such as cottage homes clustered around a common courtyard or greenspace, townhomes, and accessory dwelling units (ADUs).
