Redevelopment of Hillcrest golf course site

A 114-acre opportunity

Like the redevelopment of the Ford site in the Highland neighborhood of Saint Paul, the Hillcrest site offers exciting opportunities to envision the future of housing, transportation, and land use in Saint Paul.

The City of Saint Paul will soon adopt an official plan to redevelop the Hillcrest site, a 114-acre parcel of land in the northeast corner of the city.

Originally an oak savanna, the land was most recently a city-owned golf course until it was closed in 2017. In January 2022, the Saint Paul Port Authority released the draft Hillcrest Master Plan. When adopted by the City Council, this document will become the rulebook for all development on the site.

We’re partnering with several organizations from East Side neighborhoods to organize a thoughtful response to the Port Authority’s draft Master Plan, so that we can make sure the Hillcrest site’s redevelopment reflects the city’s goals for sustainability, equity, and economic resilience.
